Between Mudkip and Torchic it gets a little closer. The most difficult thing about starting mudkip is the rival battles. Grovyle will decimate Marshtomp and Swampert with their 4x grass weakness. However, in Pokemon Ruby and Emerald it makes the Team Magma battles a great deal easier.
Torchic struggles immensely with the very first gym, and isn’t quite as good against the gangs as Mudkip is. Both starters’ weaknesses can be accounted for and compensated with a team but in terms of raw in-game performance I’d say Mudkip has Torchic beat by a decent margin.
